KOTOApril 14 (News On Japan) – Kyoto City will implement a system that allows even non-working parents to place their children in child care, aiming to improve the child-rearing environment.
This step addresses the needs of those who were previously ineligible because they did not meet work hour requirements.
Starting in July, 13 facilities in Kyoto will begin accepting children under this new system, which will allow parents to enroll their children in childcare for certain hours regardless of their employment status. This pilot initiative, part of a national effort to combat declining birth rates, will officially launch in fiscal year 2026.
Despite the optimistic outlook from parents who value the flexibility, the scheme increases the burden on childcare providers. Daily adjustments are necessary for children who are not used to group situations, especially for children with allergies, which poses a significant challenge if care is infrequent.
Securing enough qualified childcare professionals remains a crucial issue. The ongoing shortage of healthcare providers is putting pressure on the sector, and the city’s strict budget constraints make substantial improvements difficult. However, Kyoto aims to gradually address these challenges, although comprehensive solutions are still needed.
